This position is located in the Human Resources Management Program of the VA Medical Center of Clarksburg, WV.  The Human Resources Officer serves as the Chief of Human Resources Program area and has program management responsibilities for all Human Resources services.  He/She has full delegated authority and responsibility for the planning, directing, coordinating, operating, and evaluating of internal Human Resources Management Programs at this facility.  Plans, directs, and manages Human Resources programs designed to provide the medical center with proper guidance for implementing and following VISN/VACO policies and procedures.  The Human Resources Officer serves as full advisor and consultant to the Executive Officers of the Medical Center (i.e., Director, Associate Director, Associate Director for Patient Care, and Chief of Staff, etc.) and takes a pro-active role in meeting the needs of the Executive Staff.  He/She supervises a Human Resources staff of eight employees (i.e., Specialist, Assistants, etc).  In order to meet the mission of Human Resources Management, he/she manages the major Human Resources Management program areas which include:  Classification and Pay Administration, Staffing (Recruitment/Placement), Processing & Records, Benefits, Employee & Labor Relations, OWCP, and provide support in other areas such as EEO, Affirmative Action in order to assure compliance with regulatory requirements.  He/She plans, implements, coordinates, and review all major programs to ensure that activities conform to OPM, VACO, VISN, and Medical Center objectives and guidelines.

Plans, develops and coordinates HR initiatives in support of strategic business goals. Provides strategic business partner, service broker and field employee/labor relations services to client group.
